A “foreign country of concern” is as defined in Section 10638(2) of the CHIPS Act and currently includes the People’s Republic of China, the Democratic People’s Republic of Korea, the Russian Federation, the Islamic Republic of Iran. Under the CHIPS Act, the Secretary of State may designate other countries as such.
